PURPOSE
The purpose of this CCTV policy is to ensure the lawful and appropriate use of Closed- Circuit Television (CCTV) systems within the Veonet Ireland, in accordance with relevant legislation and guidelines in Norther Ireland & Republic of Ireland. This policy aims to enhance the security and safety of patients, staff, and visitors, while protecting the privacy and rights of individuals.
2. SCOPE
This policy applies to all Veonet Ireland facilities, including hospitals, clinics, and administrative buildings, where CCTV systems are installed. It covers the operation, management, and use of CCTV systems, as well as the handling and processing of recorded images and data.

The use of CCTV systems within the Veonet Ireland will comply with the following legislation and guidelines:

PURPOSE
The primary objectives of CCTV use in Veonet Ireland are to:
- Enhance the safety and security of patients, staff, and visitors.
- Protect Veonet Ireland property and assets.
- Assist in the prevention and detection of crime.
- Support the management of health and safety.
- Aid in investigations and evidence gathering.
5. RESPONSIBILITIES
Director of Operations
The Director of Operations is responsible for ensuring the safe and secure environment of the organisation’s assets, including physical and digital properties. This involves developing, implementing and managing security procedures and protocols to ensure compliance with local, national and regulatory requirements. The Director of Operations also conducts security audits to identify vulnerabilities and implements corrective measures in collaboration with the Data Protection Officer. Also is responsible in coordinating with law enforcement and other external agencies as needed with the General Managers. In the event of a security breach, the Director of Operations leads the response together with the General Manager and Data Protection Officer, including investigation and remediation activities. All relevant information are document on InPhase System.
Data Controller
Veonet Ireland acts as the Data Controller and is responsible for ensuring the lawful processing of personal data captured by CCTV systems.
Data Protection Officer (DPO)
The DPO is responsible for overseeing compliance with data protection laws and this policy. The DPO will handle any data protection queries or complaints related to CCTV usage. Ensure that the CCTV Checklist is being complied with by the guidance of Information Commissioner Officer and UK GDPR.
General Manager
The General Manager is responsible for overseeing the CCTV and security services within the clinic. Manages the CCTV and security services ensuring that the services are effectively managed and delivered according to service level agreements. Responsible for training and developing staff in relation to their job roles, ensuring they are equipped with the necessary skills and knowledge.
CCTV Operators
CCTV operators are responsible for the day-to-day operation of CCTV systems, ensuring compliance with this policy, and maintaining the confidentiality and security of recorded data. Reports to the General Manager for any potential issues, subject access requests and request for informations with appropriate documentation through InPhase System.
6. PROCEDURE
6.1. Veonet Ireland ensure that there must be clear signs indicating where the cameras are placed. The signs should be easy to read, well lit and located in visible areas.
6.2. Veonet Ireland as Data controller and the Data Protection Officer (DPO) are aware that footage or images containing identifiable individuals captured by CCTV systems are personal data for the purposes of data protection law. Best practice is for data controllers for every VI Clinic to set out their position on the issues surrounding their use of CCTV in the form of a Data Protection Policy.
6.3. Veonet Ireland CCTV within the premises are used to detect intruders, vandals, unauthorized access or thieves. The primary purpose of CCTV is to enhance security and safety. CCTV systems are used to monitor entrances, exits, and public areas to ensure safety and security of everyone within the premises. CCTV cameras installed in corridors and high risk areas are used to monitor patient’s condition and alert medical staff in case of emergencies. Thay also help observing patient interactions with healthcare providers to monitor quality of care and adherence to protocols. CCTV Systems play a crucial role in preventing workplace violence, providing evidence when incidents occur, (safeguarding) and supporting operational efficiency by monitoring workflow and identifying areas for improvement. It also help in demonstrating compliance with safety and quality standards, offering reassurance to regulators, patients and staff alike.
6.4. Any CCTV policy that relates to a place of work should be brought to the attention of employees on their General Orientation or deployment.
6.5. The CCTV policy can be published on an official website to inform members of the public who may attend the premises.
6.6. It is the General Manager is mainly responsible for holding the CCTV footage of his/her Clinic.
6.7. Every CCTV Operator is considered a data controller and must provide information on the signage. The following may be considered as data controller for the respective Veonet Ireland Clinics:

6.8. In the event of a security breach, the Director of Operations leads the response together with the General Manager and Data Protection Officer, including investigation and remediation activities. All relevant information is document on InPhase System.
6.9. Data Protection Officer. The Data Protection Officer of Veonet Ireland is registered with the Information Commissioner’s Office. The Information Commissioner’s Office (ICO) regulates and enforces the General Data Protection Regulation (GDPR) and the Data Protection Act 2018 (DPA).
If your CCTV system captures images of people outside the boundary of your private domestic property – for example, from neighbours’ homes or gardens, shared spaces, or from public areas – then the GDPR and the DPA will apply to you. You will need to ensure your use of CCTV complies with these laws. If you do not comply with your data protection obligations you may be subject to appropriate regulatory action by the ICO, as well as potential legal action by affected individuals.

6.10. CCTV Footage as evidence. CCTV can sometimes be used in court as evidence to prove someone was in a certain place or that they committed an offence. Any request of footage will be raised as “Request of Information” reported to InPhase System. General Manager will have full oversight on complete details of the request. The Data Protection Officer will review the appropriateness of the request & justifications with sign off approval by the Director of Operation.
6.11. The CCTV recording may be edited to make sure that you can’t see any other personal data that doesn’t relate to you, like:
6.11.1. a vehicle registration number that is not yours
6.11.2. an unfair intrusion into the privacy of another person
System Operation – Installation and Maintenance
- CCTV systems will be installed and maintained by authorized personnel.
- Cameras will be positioned to cover public areas while respecting individuals’ privacy.
- Regular maintenance checks will be conducted to ensure the effective operation of
- CCTV systems and register of these checks will be held with Estates and Facilities.
6.2 Signage
Clear and visible signage will be placed at strategic locations to inform individuals that CCTV monitoring is in operation. The signage will include contact details for further information. See appendix 1.
6.13. Data Management
Recording and Retention
CCTV recordings will be retained for a maximum of 30 days, unless required for an ongoing nvestigation or legal proceedings. Recorded data will be securely stored and accessible only to authorized personnel
6.14. Access and Disclosure
Access to CCTV recordings will be restricted to authorized personnel. Disclosure of recorded data to third parties will only occur in accordance with legal requirements or assist in investigations. The following are authorized personnel: Director of Operations and Data Protection Officer.
6.15. Subject Access Requests
Individuals have the right to request access to their personal data captured by CCTV. Requests will be handled in accordance with data protection laws and Veonet Ireland’s subject access request procedures through InPhase System. This will be raised by the CCTV Operator or General Manager and will be reviewed & investigated by the Data Protection Officer and recommends approval by the Director of Operations.
8. Monitoring and Review
The effectiveness and compliance of this policy will be regularly monitored and reviewed by the DPO. Any breaches of this policy will be investigated, and appropriate actions taken

All staff involved in the operation of CCTV systems will receive appropriate training on this policy, data protection principles, and the lawful use of CCTV.
10. Complaints
Complaints regarding the use of CCTV systems should be directed to the DPO, who will investigate and address the issue in accordance with Veonet Ireland procedures.
11. Policy Review
This policy will be reviewed annually or in response to significant changes in legislation or operational requirements.
