    Previously, he led the Institute of Eye Surgery through major expansion and founded healthcare ventures improving clinical management and referral systems.

    As Quality and Governance Lead, Louie ensures excellence in clinical standards, patient safety, and regulatory compliance across all hospital sites in the Republic of Ireland and Northern Ireland.

    With over twenty years of experience in healthcare management and clinical governance, he brings expertise across acute hospitals, long-term care, ambulatory services, and specialist care settings. Louie plays a key role in supporting CHKS and ISO accreditation, embedding a culture of continuous improvement and collaboration between clinical and operational teams to deliver safe, effective, consultant-led ophthalmology services. With a strong clinical background from ten years in nursing across critical care, emergency, operating theatre, and maternal and child health, Louie combines frontline insight with strategic leadership. Certified in Lean Six Sigma Green Belt, Medication Safety, Professional in Patient Safety, and as an ISO 9001 Lead Auditor, he brings deep expertise in patient safety, risk management, and accreditation processes.

    Dr Farah Ibrahim is a Consultant Ophthalmologist, specialising in Diabetic Eye Disease (Medical Retina).

    She obtained her medical degree from the University of Leicester, UK, and completed her ophthalmology training in the Republic of Ireland. With eight years of clinical experience at the National Diabetic Treatment Clinic within the Royal Victoria Eye & Ear Hospital in Dublin, she subsequently served as a Medical Retina specialist at the Institute of Eye Surgery/UPMC Kildare Hospital.

    Throughout her career, she has successfully established multidisciplinary teams in a variety of settings, including the Diabetic Treatment Clinic, the Institute of Eye Surgery clinic in Athlone, and the Community Paediatric Ophthalmology Team at Ballincollig Primary Care Centre in Cork, where she served as the lead clinician.

    Currently, Dr Ibrahim is a member of both the Royal College of Ophthalmologists UK and the Irish College of Ophthalmologists.
